Brea Earns Prohousing Designation

The City of Brea has earned the California Department of Housing and Community Development’s (HCD) Prohousing Designation for its efforts to encourage development of housing at all income levels. This designation comes with funding incentives and additional resources to help housing production. Brea is the first city in Orange County to earn the coveted Prohousing Designation.

To receive the Prohousing Designation, Brea demonstrated that we actively work to implement state housing laws and follow best practices that go above and beyond minimum requirements. The City’s budget now includes an Affordable Housing Trust Fund which is used exclusively for the development or maintenance of housing affordable to low- and moderate-income households. Those efforts went toward earning the Prohousing Designation which rewards communities willing to reduce construction and development costs and create housing policies with a growth mindset by providing funding incentives and additional resources for innovative efforts.

Historical Preservation

Brea contains a rich history, celebrated through events that took place at original sites and structures that exist today. Preserving property of Brea is important and the Historic Preservation Pilot Program aims to encourage property owners to apply for this program. In September 2023, the Brea City Council approved a Historic Preservation Pilot Program (HPPP), that waives staff time processing a Historic Preservation Application. This would allow two project applicants on a first-come, first-served basis per year for the next two fiscal years to apply for current available funds. There are two available spots for this fiscal year.

The City of Brea is excited to embark on the process of preparing a focused update to the City's General Plan and a new Specific Plan for the Core Area.
